Support "if not exists" clause for PostgreSQL table creation.
As of postgresql 9.1 this syntax should be supported.

Has this feature been implemented? I've seen documentation threads relating to this feature being present in a table's Additional Properties section, but I don't see this feature for Postgres databases.
