Granted, I can't speak for Terry Halpin... so perhaps, "It's likely that..." would be a better choice of words instead of purporting to know how someone else would respond or what they are thinking!!

Logical? Okay.  Conceptual?  No - at least not sufficiently - and unfortunately there are far too many articles online that claim conceptual modeling is essentially a simplified ER diagram! Here's one from Vertabelo:

I find that Terry Halpin's books and ORM are still relevant today and the best way to model at the conceptual level.  Implement Object-Role Models and Property Graph Schema... THEN you can say that "Conceptual modelling has been already introduced in Vertabelo".
